The term arms race, in its original usage, is a competition between two or more parties for the best armed forces. Each party competes to produce larger numbers of weapons, greater armies, or superior military technology in a technological escalation. Nowadays the term is commonly used to describe any competition where there is no absolute goal, only the relative goal of staying ahead of the other competitors, essentially the goal of proving to be "better".
He is saying that he is using his words at weapons to weave his intricate/smartly thought out song lyrics to make is songs better or good enough to keep everyone dancing and singing even if your are not good at singing and dancing. It doesnt matter because in the war of music between all the artist in the world the main goal is to put out the most best music avaliable to anyone and everyone!

Um... I think this is about a scam, or scammer. When i listen to it, i can't help seeing some rich guy all dressed up sitting in the corner of some club somewhere as everyone fights or dances around him, being all smug, with a briefcase and people coming up to him all shifty-eyed saying "you got the goods?
