I think it means failed love. Like one person is falling out of it and the other person (the singer) is realizing it. "Watch as the sunny sky drifts away/ can't tell you why" means that the person is noticing their love is fading away and he isn't sure why, he thinks this in an intuitive way. He isn't sure what "I love you" means from them anymore because they ARE drifting away. Does it mean "I like you" or "I want to like you" or "I'm trying to like you", but it most definitely does not mean what it's supposed to mean - it doesn't mean "I love you" anymore. With "these are the last words I'll say to you", I take that as those are the last words that they'll be able to say to them before they break up, before it hurts the singer to think of them.

I think this song does not only mean suicide or death per se.
The lines: "last night I dreamt that somebody had died.
And it was one of us I did the biggest thing that I could.
But I was not enough" (although I think it should be, 'but it was not enough') could mean that the other half fell out of love and no matter how much the other person tries to bring back the love, it's just the end of the road for them.
