This "woman" uses her words as a weapon. Whether it's through guilt tripping or hurting the person. However, the person is telling her to bring it on and take her best shot signifying he doesn't care anymore.

One minute they want to talk, the next minute they do not care. The emotion is a mix of regret and disappointment as well as anger. Regret that they keep going back when they constantly have mixed emotions towards them, disappointment and anger that, that certain person can't choose when they want them around. This makes them feel used and worthless.
