I believe that it has a more sinister meaning. I think that as far as the weather, he's referring to God's wrath as the Greeks refer to Zeus. The clouds could be the fallen angels that control this world and he can see what they're doing but most people can't so he just lets it be even though it could mean he's going to hell for it.

I don't really know why, but to me this song seems like someone in the band was in love with someone once, but they never noticed him. (i know its mad.) so, he gave up. (i know it's sad.)
but now that they are famous, she notices him. The guy realizes that the girl may think that the lyrics in the songs that talk about love could refer to her. (oh, if you just knew, what they do, oh if you just knew, what would you do.)
But by this time, the guy is already over her. (i know its sad.)

I honestly think it's about a guy trying to come to terms with a really harsh break up. Mainly because of the line "i know it's sad that i never damn about the weather, and it never gave a damn about me. No, it never gave a damn about me"
Kind of sounds like he's trying to convince himself that he never cared about his significant other. The whole 'i know it's mad" parts can't help but make me think he's trying to ask himself questions he already knows the answer to: no, this person won't.

There are a variety of meanings to this song, in my opinion I think the song is about a man who never noticed the world around him and when he opened his eyes he was mesmerized by the environment around him and took more of an interest in it 'clouds are marching around, singing a song, just like they do' he also noticed how the clouds will always continue to march and the birds will always sing no matter how his day has been, meaning things don't revolve around him, once he opens his eyes he worries whether his loved ones will always be there for him or leave him 'i know it's mad, but if I go to hell will you come with me? Or just leave me? ' but he knows no matter who leaves him he will always have the birds and clouds to guide him through life.
