To me i think it means that the government or the world to that fact is soon coming to an end quicker than we know, so we need to take down the government and take down patriotic flags so we don't go into a nuclear holocaust.
This song, in my opinion, is somewhat of an attack on the system of conscription. Everyone is invited, but only the "valuable" and strong come out alive; but are the sent to their death in combat. Toward the end of the song, the conscript understands that he doesn't have to abide by the merciless laws and regulations of his higher-ups, and refuses to follow their orders any longer.
