i reckon that this song is about loving someone that has had a bad past, and want to make what they desire a reality, kina fulfilling their most deep dreams to bring them closer. it is also about forgiveness;
"i want to reconcile the violence in your heart" reconcile means forgive, so its like starting afresh.

Just for another interpretation of the song...

The album follows a concept and there is a lot of political views in the music. When I listen to this song I hear it as a Politician's serenade trying to win over the masses with endless promises that can never be fulfilled. You can even hear the people pleading for more and getting sucked into the sirens song. Mindless sheep being herded in giving up their liberties for empty promises.
