I think it is describing the modern church, if you try to get better it seems your condemned for it, the antithesis of what my lord and savior taught, jesus taught to help them and not to condemn them. But the church of today seems to condemn them even more, also the church doesnt accept people anymore the way they are, if you dress different, or sing different, talk different, (seriously) or take a different meaning of the scriptures than they do then you are an outcast.
