RAILPAX (not 'rail packs') was the original name of Amtrak. Many passenger train lines that were not profitable were cancelled by Railpax in 1971-72 (around the time the song was written) and now the Railroad Lady is having trouble finding a way to get home by rail due to all the cutbacks.

It's actually "Railpax" not "rail packs". Railpax was the original name of Amtrak roughly 1971-73....the time the song was written. Railpax drastically cut back the number of rail lines having passenger service, retaining only the most heavily used / most profitable lines.
