This could be quite literal, like he actually can, but I highly doubt it. This is because it comes right after a sentence that informs you of the hefty amount of power that he holds. It's is all up to you if you want to believe me or not as this is all my point of view.

But you can believe what you want, that was my taking of the sentence. This could be quite literal but I highly doubt it, though there is still a chance. This is because it comes right after a sentence that communicates the fact that he had a lot of power. As I said this is just my point of view.
