"Tale as old as time, Song as old as rhyme, Beauty and the Beast" is basically a fairy-tale, like when the princess kisses the frog, or when the prince saves Rapunzel. Its saying that Belle has fell in love with a beast, not a prince. Even though the beast doesn't have the looks, Belle looks beyond his tough skin and sees a sensitive guy, just wanting to be loved.

Belle and Prince Adam (the Beast) are in love but are frightened to realize their love. All of the servants know that they're in love, so do Belle and Adam except, Adam doesn't think that Belle could love a beast, such as himself. Belle ends up falling in love with him because of his personality, not his looks, as it explains further in the song.
