I believe this song is about how people go through troubles in life where they feel like they are dying, when no one recognizes their existence, when there is no one to go running to when in need. But it's also about how even when no one is there. There are always angels guiding you to achieve what you want, get recognized, and live life to the fullest. This hints to the name "angels on the moon" you aren't dead so there aren't "angels in heaven" but instead angels on the moon. The moon you look up to every night when you are wishing upon stars to be what you want to be.
