To me, this song refers to the love of Jesus Christ, sacrificing his life by dying on Calvary to save lost sinners. Whereas some take for granted and do not appreciate the act of redemption, other repentant sinners are not only grateful, but puzzled. There is realization that never in life have they expected nor experienced such an in-depth, profound act of love. Thus the question: What kind of love would place itself in harm's way? Self reflection causes some to acknowledge the fact that they have been rebellious & stubborn, however the love of Christ remained solid.
