Sounds like an ironic question to me.
He's saying that it's about as impossible for them to numb the pain they have caused him as it would be for him to control the weather. (He still remembers every blow / insult / disappointment) He then offers to help them forget (by acting as if they never hurt him), in return he wants them to give him what he could have done / been / had. (But gave up or lost because of them).
