Sounds like a break up. Maybe the other person used the "let's be friends" line. Sounds like there's pain behind the proclamation since she says "if that's what friends do". She says she'll keep touch if the other person wants to but most likely wants to hide/push the other person away.

I feel like the whole "long distance relationship" is inspiration for a couple of lyrics on this album. She's trying to dismiss her feelings to save heartache but then the other in the "long distance-relationship" says she can come to see them. She's the insecure/afraid of being hurt voice and the other is the hopeful outlook.
