It may also have a meaning unknown to us, or just have to be there. If you look up the meaning of "dilly dilly" in American English, it may say that it is another name for odd or foolish. If you look it up in British English, it may say that it is an excellent example to a particular type of person or thing, example: That's a dilly of a breakfast recipe. Either way, it refers to something or someone, which reinforces my previous idea that it refers to someone.
