"Mona" in another site says "Mornin'" which makes more sense but they mess up the rest of the line so I can't trust them.
The speaker of the song appears to be Caesar himself, a kind of persona. Dylan uses rhymes alternately, and the penultimate line in each stanza lists what the speaker does before he crosses the Rubicon.
