    The name of an indigenous Russian ethnic group, the "Komi" people, is pretty obviously being used to make a pun on the term "Commie", which is a somewhat derogatory term for Communists that came into common use starting in the 1950's, and so the song as a whole is poking fun at then current (1987) tensions from the still active cold war.
