This verse is not really talking about drugs its talking about the source of life. In Gerard Way's comic, "The True Lives of the Fabulous Killjoys", it takes place in the future where there is a place called Battery City; there lives robots and droids who live on supplied batteries from vending machines all throughout the city. These batteries are the natural source for these lives of the robots. In this verse the "drugs" have run out in the city and need to be replaced, Party Poison (Gerard Way) is human and does not need theses batteries of course but he would want to help those robots in need if they don't have any battery source for their life.
