In this piece, Elphaba wants to learn to fly again, learn to get her broom off the ground for one, and also ignore all those rules [or rather guidelines] of the Wizard and do what she wants, whether the people of Oz like it or not.

This is an awesome song! I envy the choir that got to sing this rather than myself. =P

I interpret it as Elphaba tired of other poeple telling her what to do, so from now on, she's doing what she wants, and believing she can do anything, even defy gravity. In the bridge, she explains how she's finally free and nobody can hold her back.

The Wizard was trying to use Elphaba, and she's deciding she's going to go against him and everyone else and do things her own way.
