I think this song's about u2's attitude to wars - that they hate the fact that we have them. Also, it's about the band turning their backs on wars and spending time with the people they love.

I think this song is about the current state of the world through the eyes of an older man who is looking at a young lady (the next generation).

To "get on your boots" also means to "take action" (like, "let's go! ")... This young lady is seen as empowered, sexy and relevant.
