The guy was somewhat wrecked from previous bad experiences (broken heart) when he met and tried to have a relationship with a girl. He didn't keep up with the relationship, and lost her. Now he realizes he loves her ("should have seen it glow"), but sadly, he didn't understand that then, now it seems too late. The loss is driving him mad. Poor guy, better luck next time around. He should listen to "broken road" by rascal flatts and have faith for a brighter future.

I sense multiple meanings. Mine or yours is no more right than one another. This song is an allegory for the times we're in. "little black submarines" alludes to paranoia. And that paranoia, is driving the speaker insane. All the while, he's trying to reconnect with his sanity. "should have seen a glow.. " refers to a nuclear blast. I'm thinking it aims to draw parallels between the cold war era and the current one. Instead of communism we have terrorism and instead of russian invasion coupled with nuclear holocaust, there are different forms of paranoia and fear that plague us. I am just thinking "out loud".
