I'd rather be a sparrow than a snail.
Yes I would.
If I could,
I surely would.
I'd rather be a hammer than a nail.
Yes I would.
If I only could,
I surely would. [ Lyrics from: http://www.lyricsmode.com/lyrics/s/simon_and_garfunkel/el_condor_pasa.html ]
CHORUS
Away, I'd rather sail away
Like a swan that's here and gone
A man get tied up to the ground
He gives the earth
It's saddest sound,
It's saddest sound.
I'd rather be a forest than a street.
Yes I would.
If I could,
I surely would.
I'd rather feel the earth beneath my feet,
Yes I would.
If I only could,
I surely would.

The words convey the longing which most people feel at some time, to be in control of their lives, to cease being a victim, to exercise power and be the master of their own destiny.
The meaning of this song is rather obvious. Who wants to be the one who gets the bad things in life? Unfortunately, the fact that the lyrics say "if i could" indicates the singer is living the negative, and longs for the opposite, but has no power to change his situation.
