I think this comes from the bible - 2 Samuel 24: 14 where King David said Let me fall into the hand of the Lord and not into the hand of man. He had done something wrong and God gave him three choices of punishment, and he chose to "fall" into God's hand because "his mercy is very great." I took this song to be kind of about a nation that may be in line for correction but when people pray, God can bless them again.
