Yes, this form of Japanese writing is known as Romaji and they aren't sounding the way they are written all the time, like Kinpaku is pronounced Kin-pack and the ou in Zetsubou is what the Japanese use for the sound of O, if its is not shown with ou then the chance is more likely that the o has no sound. and when you have double vowel you only sound it out like there is only one vowel there like Birii you pronounce it like Biri(Beer-E) and Iza is pronounced as E instead of I-za. so when it says Zetsubou za Birii Iza rinri you sound it like Zets-U-b-O za Beer-E r-E-nr-E, you understand now? the reason for this is because they're accurate. see, Japanese is a much more versatile language than English-- a word with the same "spelling" can be said over 10 different ways, and still mean the same thing.
to add to this, Zetsubou Billy is a song that largely falls under the heavy metal genre. Assuming that you've listened to a fair amount of that genre, you should have heard many songs where what they're singing hardly sounds like "English" (those not interested in it don't even hear the words, they just hear yelling and noise!)
but here's a hint for singing it: in Japanese music, there is a tendency to cut off as much of words as possible, which (ironically) adds emphasis to those words.
you should particularly pay attention to cutting off the ending vowels of words, and in this song, particularly the 'u's
