It was probably written for death note. I think this song was featured as an ending or opening song for the anime. Lots of animes have people write songs for the anime too.
    "'kira\'.
    We are the 'kira\'.
    My name is 'kira\'.
Even your 'kira'" is a direct reference.

It mentions the murder of criminals, and who can overwrite it the filth of the world. It talks about a battle of wits, which would be about light and l in the anime/manga. This may not be completely correct, but that's what I think.

This is a direct reference to the anime "Deathnote" about a college aged student who finds a book that gives him the power to kill whomever he wishes, originally using the notebook out of a desire to eliminate criminals he eventually turns into a murderer, using anyone and everyone for his own selfish purposes and eventually develops a god complex. This song is used in the 2nd ending of the anime (Kira is the name the protagonist uses to keep his identity secret).

Looking at the english translation while I write this, I believe it would be about everyone being guilty of something, even if it is just thinking or talking of criminal actions (i can't even begin to count the amount of people I've thought of killing). Checking on wikipedia, I've learnt the album this is was released a week before the death note season 2 soundtrack, so it may have been written for the anime (although I doubt it). If not, kira obviously has a meaning in japanese that requires me to learn the language.

    Advice.
When ever you are writing japanese lyrics, try to use their sounding.
For example like ka ki ku ke ko would be pronounced differently in japanese than in english. So try and keep up with their sounding. Oh yeah and the meaning of the song is kira. Which means "killer"

Yukidashinigami@ though I don't speak enough japanese to confirm all of it, it's pretty accurate. I'm thinking that you're asking because when you tried singing along, the lyrics seemed completely off what they were singing in the song, right?

The reason for this is because they're accurate. See, Japanese is a much more versatile language than English-- a word with the same "spelling" can be said over 10 different ways, and still mean the same thing.

To add to this, Zetsubou Billy is a song that largely falls under the heavy metal genre. Assuming that you've listened to a fair amount of that genre, you should have heard many songs where what they're singing hardly sounds like "English" (those not interested in it don't even hear the words, they just hear yelling and noise!)

But here's a hint for singing it: in Japanese music, there is a tendency to cut off as much of words as possible, which (ironically) adds emphasis to those words.

You should particularly pay attention to cutting off the ending vowels of words, and in this song, particularly the 'u's
