    The song, written in 1976, shows kantner's continuing interest in chinese horoscopes (the album cover has a dragon on it), also apparent from the 1974 song ride the tiger. 1976 was the year of the dragon & the dragon is said to be a deliverer of good fortune. There are references to the after effects of the vietnam war on american society & insecurities still felt, so perhaps he was looking to the dragon to bring a change in fortune, hence the line "i got to find a reason for my heart to rejoice". I've no idea about the other references to oscar, mary lou & billy, but the hope of the laws finally changing is looking forward to a relaxation of the rules of some sort, perhaps referring to the consumption of narcotics, but certainly more freedom, which is a constant airplane/starship theme (& rightly so). The reference to macaroni? Your guess is as good as mine, but maybe it was added for a joke!
