Its about heroin addiction, but i also think he's realizing as an artist to some people he's their heroin. And how is music has saved lives just like the addicted girl saved his, though he couldn't save her. Its about heroin addiction and how she helped him somehow probubly saved his life, and now he pledges to save hers' from her addiction.
I also (like dtlexlington) think this song could be about heroin. "that swallowed the light from the sun in your room... " although it might feel good when you are doing it, it will take over your life and ruin you.
When he is speaking of a black balloon he is talking about heroin. I met this band after a concert in ky. What he's getting at is he's not better than her except she will go to her knees for a black balloon. He feels sorry for this character in this song whether fictional or not but knows he's no better.

There's a lot of hurt in the woman he wrote this for. She helped him, and now, he's going to help her. "i'll become, what you became to me. " she was his answer when things when bad and now he will be hers. A repayment of sorts.
