This song is about how the night wind whispers to the most insignificant, the lamb, that something amazing is happening and escalates to a wider meaning. That wider meaning is the beautiful mystery of our lord, jesus christ being born. The shepherd boy refers to the shepherds at that time, as they were often young boys. As someone has mentioned above, the king is the magi (as in plural). Beautiful song, moving lyrics, not exactly the most accurate.
