    First of all, i think this discribes emilie's bi-polar disorder. She is telling us about her emotions and how horrible they make her life. She is ready to do anything to beat this, but she is making it clear that she'll mistreat who ever loves her (as she sees herself as a horrible person).

    "i'll blame you for my failure by the way".

    It's very tragic, as this is a song of pain and self- hate.

    Sea level is affected by the moon, which is related to emotions. I think she could be saying that she will swallow away her emotions for now rather than confide in the person she is addressing, but that bottling up the feelings is likely to make it worse; 'but i'll come back haunt you when i drown'. That it may be about confiding in somebody is also evident in 'can i trust you? But i don't want to' and then the long verse beginning in 'low tide and high tea' seems like the explosion of inner thoughts including about wanting to 'go quietly' either meaning suicide or to get away from the person who might hurt her. That part ends with 'i don't need a minder, i've made up my mind, go away' which is my favourite line in the song, and from my own personal experiences which i gathered my interpretation of the song from would be the part where we gave up trying to confide in someone, because they just won't understand or perhaps we worry that we are sounding crazy to them.
