    He is talking about someone that has recently recovered from a drug addiction; with them recovering they get very self-righteous, and he wants to know how they are going to go about correcting the life's that the person has wronged during their addiction to a drug or something of that nature. The halo represents the action of trying to correct your wronging and the halo being pulled into a noose meaning that you are no better than before when you were on the drug and you are pulling yourself back into your same mistake.

    He's wondering, now that your so godly. How will you make your amends to the dead without chocking? 1st amends means -to correct, improve, change or revise to improve ones conduct. I stole from my grandparents that I loved. I know too most that doesn't make sense. They've past, if I choose I can pray or go to their graves say "I'm sorry". Estimate how much I stole, and do something with the $. Buy them flowers, donate to something they liked, maybe fishing or camping for kids(examples). Then change my behavior, not steal. And sometimes that's hard to swallow. I think there are people are there that think their f*****g high and mighty, but I do smile when I think of them getting humbled.

    If you have ever been to aa or na, then you have seen countless people just like the song is describing. The fact that the album is named "Thirteenth Step" only serves to confirm that Maynard means this. (since aa and na are based on 12-step programs) Also his use of the word "amends" makes me think that. (Step 9) I love this somg, as I think these programs work for many people, but they work on a "cult" level.
