    Well, yes. But more specifically, it is romeo and juliet. Not just a reference, but the actual story. The song follows it exactly.

    "Prepare the Masses" is a song that says that fighting is useless. Innocent people are going to get hurt. If two people from opposite sides love each other, nothing is going to stop them from being together. They'll even die for each other.
