This could be Jesus talking. He's saying that just because you don't believe in Him, it won't hurt His one true goal. And that is to die for all mankind. There is a time that one's heart will harden and there is no chance for Jesus to come into his heart. At that time, Jesus can and will walk away.
It could also just be someone trying to talk with someone about God. But the person just doesn't want to hear it. It's saying that the person witnessing shouldn't be discouraged just because one person wouldn't accept the Message as being true.
