It means that western people in particular the USA (the UK has the same standard) have the right to choose and vote for their own government to give its people choice, in that we are free from oppression. If you are a citizen of an oppressed country you might hate us, but we have freedom to choose. We might choose right and we might choose wrong but we are able to choose.
