Merlina (aka the Dark Queen) has been faking Sonic out throughout the entire game, pretending that she was the victim when in all actuality she is the one who is the enemy. Her plan to create an endless world was masked by a "Sonic, I want you to kill King Arthur!"

Sonic here is explaining to Merlina, or the Dark Queen (in this boss fight) that regardless of what she does, regardless of how she tries to rebuild the world, there is no way that she can prevent it from its inevitable destruction. Even his own world will eventually meet its end.
