Javert begins speaking to Bamatabois and only to Bamatabois because he is a rich man and not a w***e like Fantine needs to be in order to keep her child (Cosette) alive. The artist here is trying to make a point that Javert only believes Bamatabois since he is a man and not a filthy, hurt girl, like Fantine is before she dies.
