The song is not about god not existing or not caring, sorry cookiemonster02 but it is about how regina spektor is saying how in bad times, no one makes jokes about him, but look towards. People who were never religious in the life ever, still pray in those bad times. Also when she is doing ha ha its like she is sarcastic. She is saying god can be funny though in the good times, and people laugh at him because he is presented in all the wrong ways and we make jokes. But she is saying how no one is laughing at god because of the hard times. But how we should be laughing with god. She is actually standing up for God.
i think she's saying god doesn't care, she makes it like the main theme of the song is about god's existence but in the end she says "we're all laughing with god". kind of saying like we all laugh at other people's toil, and so does god. it's nothing about god actually, she used the word god to represent fate or life, its really about how this world doesn't care, and that if god existed, he would just be laughing at us.
I think this song is about never questioning or laughing at God, because there will be a time in your life when you don't have anything but God to guide you through it.
