    I always understood this song to be in response to Richie Furay's "A Child's Claim To Fame" about Neil, who was the youngest member of Buffalo Springfield, Furay being the oldest member. "You are a man" meaning Furay, of course, and "you make the rules, you say what's fair." The lyrics to this song are quite sarcastic!
