I think someone has been foolishly put under a love spell by what this song refers to as "a witch's promise" that never came true, yet he wished and loved for nothing more.
Being "kissed by a witch on night in the woods" and insisting his "feelings were true", referes to an enchanting experience he must have had with her, where he thought that "kiss" meant more to him than it was supposed to. She was seemingly just a wicked witch passing through the night, but he's in love with her somehow or someway, and has insisted to himself his feelings are true. Now he's blindly acting on those feelings, but to no luck the love is not returned! He's all loved up with desires and hopes but he's got nowhere to go with it, despite how he feels or thinks.
So as the opening line suggests, perhaps he is indeed a fool! But then again is it entirely his naive fault, if "the witch's promise" has anything to do with how he's feeling? He's left believing while he listrened to that promise, while off laughing she flew, leaving him all loved up with nothing and leaving him high and dry.
The falling leaves represents time is passing while he's still in that tainted trance. It shows life is going on while the fool is still baffled by this love he thought he has found, but it's all empty and one-sided love and he'll get nothing that he wishes for while he's left in the rain, all in vain.
It's paining him as he believes and looks for this love he has been put under by this witch, and it's painful and confusing as he keeps finding out there is no love for him, no matter how much he looks and tries to find it.
This is the witch's promise that is coming, but it's an empty promise of love and nothing is coming for him at all, i'm afraid. Athough his love may be true and he does infact love her with all his heart, it won't ammount to anything. So as the song says, he's "looking elsewhere for his own selfish gain" meaning he wants to love her, but it's not to be. It's all in his mind, it's what he wants to gain, as selfish or selfless as he may think he is...

Leaves are still falling, time is passing him by, life is going on without him, as he's been caught up in this feeling for so long he's been blinded from reality and everything else.

It's won't be easy now for him to let go of this love he has, not easy to admit that things won't turn out the way he'd dreamed, but it's only fair to just let it be, if it's not going to happen, despite how hard it must feel to just abandon all feelings as true as they may have felt. He was willing to give everything he could possibly offer her, in the name of love and how he felt for her, but there was no care for him back and it really was a tragedy for him: so much love and hope for this one person, everything that he wanted in her, but it was the biggest waste of his love.

is this refering to the witch or the fool? If it's the fool then it must mean, he's had his share of love and had no outcome and it's time to move on... But i also think that this line could also be relating to the witch...

Either way you look at it, "you're waiting for more but you've already had your share", it still sums up for either person, that they've had their fair share, and enough is enough!
