I met her by the river of the roses
The sweetest girl beside of the Alamo
I left her by the river of the roses
With tear-dimmed eyes she whispered I'll miss you so

All the roses have faded since we've been apart
But the one rose she gave me will always bloom within my heart
And someday by the river of the roses
I don't know when but we'll meet again I know
She's waiting by the river of the roses
The sweetest girl beside of the Alamo
[ steel ]
All the roses have faded...

The river of roses is a place where group of girls/prostitutes within the premises of "the alamo" are waiting for customers. There he met the sweetest girl he's dreaming of. Since they've been apart and went their separate ways, the love he finds/receive will always remain fresh in his heart. But he is still dreaming that someday when he get back they will meet again for he knows that she is still waiting for him to the place where they first met. For she is the sweetest girl beside "the alamo" and where most of the other girls have already gone/fades.

This is what i understand about the lyrics of the song and sorry if it's not.
