    I think this song is talking about the youth of the day. The youth can't find anything meaningful. All around them everything is crazy. There is nothing they can do. So what is the meaning of life? Happiness. All they want to do is "dance and make romance" and they don't care about "the heat coming off the street" as Don Henly puts it. Everything is meaningless for them. They do not have a world view except for having as much fun as possible. So why should they care about the shocking things taking place around them? And the author does not give us a solution.

    I think this song is talking about the youth today. They see many things that are shocking to the listener. The government bugging people and crazy people walking around; they don't care. They don't see any good so they have to come up with something good and fun. And guess what they came up with? Partying. That was all they could do. Dancing. Partying. Romance. There is nothing else left to do. The author doesn't make any suggestion as how to take care of this mess.
