    It is a comment on society in general. There's two sides, the wanderers (the first time actually is saying that, not "those who adapt") or in other words iconoclasts, and conformists. Put another way, anarchy VS regulation. The people torturing butterflies are those at the top. It's also about how disconnected they tend to be.
