    The words refer to the special "the end of time pt.1", following the fourth season and right before the 10th doctor's regeneration. The ood call on the doctor and tell him that they have a message for him and that all of time is ending. Throughout the two parts of the episode, the doctor realizes that his time as the 10th doctor is ending and that he must regenerate, despite his fear of losing himself and dying.

    I think it's about the master when he has the doctor trapped as a super-old man, and martha is telling everyone about the doctor and all he's done for everyone.
