    He is in love with a women who is with someone else. Possible married. He calls her and thinks of her often but does not speak in case her significant other answers the phone or is listening in. He can almost smell the decay of the fruit. Which to me means the forbidden fruit..lust/love on the side. And he uses the word decay as it has been a while since they last shared the forbidden fruit.
    She takes care of her husband or boyfriend as she is supposed to within her role as the significant other. And just as a spouse or wife. She undresses and shares a bed with him. I believe the writer is saying that he knows they are together at night and that possibly they are intimate. But he wonders if she shares the same secret desires with her mate as she does with him. All the places where the forbidden fruit of a secret love grows. This is where he wants to take her forever. I believe the train is a metaphor for a long endless journey for which he sees no end. It's possible that he fears it may always remain, (their relationship), the way it is now.
    This lyric. If I were not a servant of the government.(whichever role it may be. Usually holding a person to their location), he would go to her. He would take her away and they would be together. I believe that here he describes a perfect dream world with his love. I believe that she loves him too as she quietly breathes and listens. Possibly hoping he will speak. A tropical place.
    I believe that the mention of indigenious people here further confirms a tropical heaven. But in these lines, I think he is reiterating that they are not together. And so the rusting roof and rotting fruit means that they are even further from the sweetness they shared. Together they dream of new fresh forbidden fruit together and the time that it will renew. I say this because they are dreaming of fecundity which is seeds of fruit coming to growth and similar to the fertility of a woman.
    This love is strong. But forbidden and therefore painful. A beautiful and sad song.
