    Taken from wkipedia:
    the song was written in india; lennon said that it was inspired by a newspaper story about a miser who concealed his cash wherever he could in order to prevent people from forcing him to spend it. On reflection, lennon did not think highly of the composition, describing it in anthology as "a bit of crap i wrote in india. "

    Hes so poor that he cant aford anything and he cant afford anything because hes mean. So the beatles are saying that if you dont have anynthing nice to say then dont say it

    The meaning of mean mr. Mustard is that the man was so mean and critical that he never could get a job so he was poor and he never figured out how to change his ways.
