I think eyeoneye is a play on the saying 'an eye for an eye. ' the subject had been badly hurt in a past relationship. Instead of 'getting back' at the one who hurt her, she put up a wall to everyone else, but it's only hurting herself. So the phrase 'an eye for an eye' is used rather ironically here, because instead of revenge, the girl has made herself emotionally blind. I think the repetition of the phrase shows how this can build up over time until she finally realizes she needs some help. "and you re-eyeoneyeze

The song comes from the view point of a person who has had to deal with a terrible relationship. After finally leaving the relationship, their ex is making over the top attempts at getting them back, however now it's too late.

Eyeoneye is a play on words. There are few meanings;
Eye on i = the speaker dwells over their own pain and grows emotionally hardened (also later meaning check yourself; you’re not over the pain, you have just become dead inside)
Eye on eye = a boy and a girl (two eyes) looking toward each other - the source of the pain (later as in learning to look back outward and make connections with others)
Eyeoneye could be a nod to the rastafarian saying "i and i" = there is no self but rather a collective universal oneness (i’m probably badly paraphrasing that. ) fits the final message of the song...

It is about someone who is in, or was in a relationship that caused them great pain (all the sadness, a hundred stories high. ) this person internalized all the feelings surrounding this situation, which ultimately left them feeling emotionally withdrawn and alienated. It also explains how this person felt after being in this state for a long time, but then finally realizing that in order to feel better it takes looking outside ones own pain, and connecting with other people to get help.

Actually, i think the whole "congratulate yourself" is being sarcastic. The lines "made yourself invulnerable / no one can break your heart / so you break it yourself" show that the speaker is actually criticizing the person he's speaking to. It's like "yeah, you're so invincible now, but look at how you're hurting yourself. " and especially the lines "all this time it took to realize / that you could use some help" emphasize this point.
