    This song is an analogy to a person who has had a hard knock life and in the end it grew up and out of it all. It grew when all else around him fall while also trying to pull him down be it, the law and even family & friends... IT GREW FROM CONCRETE. So the rose is that prevailing person and the concrete is the struggle that it went through and came up out of.
