It is also a reference to 1 Samuel chapter 3 where the Lord is calling to the boy Samuel at night. At first Samuel did not know who was calling him, but the Eli the priest told him it was the Lord and to answer the next time he was called. So the next time Samuel answered "Speak, for your servant hears."

The Lord wishes that all would be saved but many turn away from his offer to save.

1Ti 2:3-6 This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth. For there is one God, and there is one mediator between God and men, the man Christ Jesus,
who gave himself as a ransom for all, which is the testimony given at the proper time.

Isa 15:8 For the cry of distress has gone around the territory of Moab, Its wail goes as far as Eglaim and its wailing even to Beer-elim.

Gen 1:26 Then God said, "Let Us make man in Our image, according to Our likeness; and let them rule over the fish of the sea and over the birds of the sky and over the cattle and over all the earth, and over every creeping thing that creeps on the earth."

This is a reference to Isaiah 6:8 where Isaiah is answering the Lord's voice who asked "Whom shall I send, and who will go for Us?" Isaiah answers "Here am I, Send me!"
