Somewhere the river levels finally getting low
This line as well as the "city lacks the funds to fix the bridge" line, are very similar to and could be referencing the story in their previous album "somewhere at the bottom of the river" where the river is a barrier between two lovers. this could be being brought back as a metaphor for the problems in the relationship being described in this song. See track four off the EP "hear hear" for a description of the situation in "somewhere at the bottom" which is being revived as a metaphor in these lines.
