As said in my favorite TV show, "Supernatural", "Family don't end in blood, boy." That was said by Bobby Singer and is one of his most famous lines in the show. Just because someone shares your DNA, doesn't make them family at heart. Family is people who care about you and love you for who you are. Cheesy, and sounds like a monologue from a teen movie, but it's true. If the people who surround you don't love you like family should, then you can leave them and find a real, true family. It's funny how four lines in a song can mean so much and be so inspirational.

What he's trying to get across in this part is that if you're not scared by him, you aren't scared by anything at all. Not being scared of anything is a problem for the Oogie Boogie Man because it's less fun to mess with someone who is fearless.
