You can turn a phrase into a weapon or a drug
You can be the outcast
Or be the backlash of somebody’s lack of love
Or you can start speaking up
Nothing’s gonna hurt you the way that words do
And they settle ‘neath your skin
Kept on the inside and no sunlight
Sometimes a shadow wins
But I wonder what would happen if you

She is trying to say that people are going to say things to try to hurt your feelings. Although people will do things like this, she is saying you have to chance it and be brave, because maybe, what you say is going to change peoples lives.

Say what you wanna say
I think that she is trying to say that people should say anything they want and not care what others think. She calls it brave because usually, people are afraid of what others will think about what they say. If you don't care and say whatever you want, that is brave.
