As are apparently several Steely Dan songs, this seems to be about a man in love with his heroin dealer. The thin blue line is her vein, and the China white curtain is a drug reference, I believe. Much like the lyrics to Aja. Throw out the hardware, let's do it right. China White is also a name for a type of heroin.
